Request Title: 2 PT promises at same position
Description
CPU should really prioritize finding a way to keep PT promises, even when there are two at the same position. I am reporting this based on basketball but I assume it would apply to other sports.
CBEL Clemson is currently the #2 team in the country but they have two PT promised point guards and soon their chemistry will be unsustainable because one of those PT promises is getting angry. A human coach would stick the backup PG at SF and put the current starting SF at backup PG.
The same problem exists at CBEL Florida St which has two PT promised SF and a PT promised SG. The solution here would be to let the #2 SF also be #2 SG and crank up the bench usage.
A similar problem apparently exists in football, which is exacerbated by not being able to play two positions. Ohio State has two PT promised ILBs.

Admin Notes
Where possible, AI coaches will move multiple players promised playing time to positions where they can both start (e.g., at most one at any position in CBEL, two guards in CCEL). Additionally, AI coaches will make an effort to accommodate players demanding playing time, if the player's talent warrants it.

I am assuming that for Football this would require defining a new flag for situations that would mean "play these players evenly during these situations." If that is not the case I would like to understand more.
